Does cookie blocking cause Safari tabs to all close?

I had a number of tabs in Safari (iOs11) when I changed Safari’s cookie-blocking setting to ON.

Settings > Safari > Block All Cookies.

When I returned to Safari, all my tabs were closed/gone. And there was nothing under ”Recently Closed Tabs”.


Did setting the Block cause the tabs to all close?


Is there any way to restore them or to access the history?
