Can I "Whitelist" Cookies in Safari?

I was told that the safest way to browse is to block all cookies. Is there a way that I can set Safari to allow cookies that I want while blocking the rest?

This article only addresses Safari. How do you ensure that cookies can’t be installed via other browsers eg DuckDuckGo? How do you block / remove cookies on browsers other than Safari if the app doesn’t give you the option in its settings eg DuckDuckGo?
