Why do I have to have a debit card on my account in order to even download any app? I only get free apps, and only purchase something once in a blue moon. I can’t download or update ANY app until I add a valid card. Can I go around this?

Where exactly did you go ? To remove payment details from an account use your computer's iTunes or Settings or the App Store or iTunes Store apps on your iPad : Change or remove your Apple ID payment information in the iTunes Store - Apple Support

I’ve tried logging out of my account and restarting the iPad. I’ve gone to the Apple website and removed my card from this device (which didn’t even work because it’s still on here). I’m afraid to do a hard reset because once I delete an app, I’m unable to redownload it.
What happens when you try to download an app, what message/prompt shows ?
What have you tried ? Have you tried logging out of the account, closing the App Store app via the iPad's taskbar (and possibly also then doing a soft-reset/reboot of the iPad), and then retried ?
