You are in the country that you are changing to ? You have to be in a country to use its store. If you are, try contacting iTunes Support and ask them to remove your balance : http://www.apple.com/support/itunes/ww or https://www.apple.com/emea/support/itunes/contact.html

Write to Apple here and ask them to zero out your balance.
