Restoring from Back up when phone was stolen

My iPhone 6 was stolen, Apple ID account compromised. Thief disabled find my iPhone. I want to buy a new iPhone will I be able to access the content from the cloud?. When I look on iCloud the phone is there but no info as regards last backup
