The answer was to access Emoji & Symbols menu bar from the document by clicking CMD+CTRL+SPACE or through menu bar: Edit - Emoji & Symbols. And then get the required symbol (numero sign in my case) from there.
Except that the Numero symbol in Emojis & Symbols is not the same appearance, as what you initially asked. The ring and bar are attached to the baseline, and not aligned with the capline of the N. If you are happy with the Emoji & Symbols version, than so am I.
Tom Gewecke and I have demonstrated how to create a Numero (N°̱) that matches your original example where the alignment is at the capline.
Just to add, if "№" is something you use often you can "Add to Favorites" while in the Character Viewer.

Interesting! There's more variation in the way fonts make this character than I would have imagined
I am thinking that the word “variable” may have been the first choice when they were thinking of a descriptive name for fonts, but it was already taken. 😉
