A fix for iCloud's cropped System Tray controls on 4K monitors?

On a 3840 x 2160 4K monitor in Windows 10, iCloud's pop-up control panel (the one that resides in Windows System Tray) is truncated, and I've found no way to reposition it in order to access its iCloud Drive and iCloud Settings links — now hidden controls. This screen grab shows the extent of what we can see.

Yes, there are workarounds using browsers and Windows Explorer, but this gizmo was truly convenient. Is there a way to get it back in working order?
