Changing country with unsettled bill

I had a uk account and my credit card is cancelled as I have an unsettled bill I cannot change country which is now Ireland and use my Irish card. Cannot use my what'sapp now as it won't allow to download anything help

can not settle unpaid bill Hello, I seem to have a dilemma. My iTunes was set to Country Germany and linked to my German credit card. My German credit card however expired. Now I rented a Movie on Apple TV and so I have an unsettled amount of 4 EUR. I would like to update my payment details to my French credit card but for that I have to change the Country to France first. Problem, as I can't switch the Country as I have the 4 EUR unsettled.
