iOS support for handwriting on the iPad Pro with a pencil?
I used it and so have others. I found some posts about this indicating that Apple support said it would be fixed in a future update?
Only third party apps now offer it?

I am really not sure what you are referring to.
The only thing in the Notes App you can use the Apple Pencil for is sketching and handwritten notes.
You could never do anything with a typed note or create a typed note from using handwriting recognition.using the Apple Pencil.
If this is what you are referring to, then, currently, only third party notes apps and third party handwriting keyboard apps, that work with the Apple Pencil or other third party stylii, only can do this.
What type of handwriting support are you referring to?
The same support that Apple provided for handwriting recognition on my 9.7 iPad Pro using my Apple Pencil in the Notes app when iOS 11 was released.
