You’ll likely need to find a suitable third-party App, such as GoodNotes, to fully utilitise Apple’s OCR features.

Notability has this feature, as well, Notshelf 2 and an app called WritePad.

Also, there are other apps, like My Script Nebo and Selvy PenScript.
