All 11.2.6 did was block the Indian language character bug and fix a problem with connecting to certain devices. No new features were added. Perhaps you should post in your native language with more details about your problem.
SEttings>Your Name>icloud>photos>underneath icloud library you should see a checkmark next to "optimize iPhone storage" or "download and keep originals" The purpose of this is to allow access to all of the photos in your iCloud photo library but only keeping a small version of the photo on the device so it has to download prior to viewing or using.

N when the wifi or Data will provide that time only will be the load . Suppose the data or wifi is not available that time this is not load n that time it is unvisible .
