i can not edit my payment methid
I can not update my application in apstore and it said my payment methid on decline and when i want to edit my payment information, i can not save it
What are you trying to use as your payment method, credit or debit card ? If it's a debit card then not all seem to still be accepted by iTunes, and they might no longer be accepted at all in some countries.

Try just logging into the account and see if you can remove the card (if you can remove it you should be able to download app updates), or try a different card : Change or remove your Apple ID payment information in the iTunes Store - Apple Support
