I have not backed up with icloud, I know the password to my phone and had touch id enabled.
I've been locked out and seems the only option is to restore to factory settings and lose everything,
since ive never backed anything up. is there anyway to save my data, i have 14000 photos that i really need access to

No. Your only option is to restore the phone using iTunes or erase it with Find My iPhone.

No, there is not. If it is saying disabled, your only option is to restore as new in iTunes. Without an iCloud or iTunes backup already in place, you‘re going to lose data.
Is there any way to bypass disabled iphone?
