Whenever I create a Certificate Identity on MacOS Server it returns "100001 'UNIX:Operation Not Permitted'"

As it says on the title, I am running macOS Server 5.5 and Whenever I create a Certificate Identity it returns "100001 'UNIX:Operation Not Permitted'". I am running macOS 10.13.3.

MacBook Pro, macOS High Sierra (10.13.3)
