"Buffering" when skipping through downloaded music

When skipping through music (for example, if I have my library on shuffle), and I hit next before the current song starts playing, the scrub bar becomes a loading/buffering bar and halts playback for 10-15 seconds. This is all music I have downloaded to my device, so it's not actually buffering anything, and I'm not sure why it would be doing this. Has anyone else experienced similar behavior? Is there anything I can do to fix this?


For reference, I'm on a Pixel XL running Android 8.1.
