How to enable users on Time Machine copy

Used Disk Utility> Restore to copy a full Time Machine disk to an external disk. That process went OK as I tested recovery from that disk.

I noticed that Disk Utility reports Owners as Disabled. The source disk was enabled, as it should be. My understanding is that since this is a TM disk, the option in Command-I from the Finder will not show the enable/disable check box. The UUID is not in var>db>volinfo, so that confirms the "Disabled". This may be of little consequence as my system and disk is physically secure, but it is not correct.

What would be the most straightforward way of turning this on?

iMac with Retina 5K display, macOS High Sierra (10.13.2), Aperture 3.6
