What you may need to do is go into a message and turn it off and then go into restrictions and disallow changes to the account and any other feature that may be there to help.
It doesn’t work. It’s easy just to add them back. I’ve tried blocking everything and not allowing changes to everything and yet still they can be added.
This may be a situation where you forbid the use of it and monitor texts. You can also send feedback here to let Apple know there is a need for an update -Feedback - iPhone - Apple
