Most likely no. Not unless they successfully guess your passcode to get into the device.
If you are worried you should still change email passwords and any other logins that could be on that device. But the security of the data on the device is directly related to the security of the passcode/password you used to get into it.

While they will experience a problem with entering your device because of the passcode, if you had not activated Find My iPad before you lost it, they will be able to wipe the device, destroying all of your data and use it as their own.
I would guess either way, go into damage control mode and change passwords, etc and consider anything on there compromised. But I’ve always understood that, as you said, a device has to be removed from iCloud to be wiped, and you can use iCloud without Find My on so....like you said, 50/50. IF they can guess the password/passcode they coudl get into it, but if anything iCloud was on then an clean wipe to resale is unlikely.

The only protection is to have Find My iPhone/iPad ON.
If it's ON then one cannot wipe the device without switching FMiP OFF.
To stop someone using the lost device (iPhone, iPad, iPad touch) is to have Find My iP... switch ON, If Find My iPad is OFF then any finder can wipe it clean and make it their own.

I would agree if they are signed into iCloud. I was guessing that since they had not activated Find My iPad, they would not have been signed into iCloud. Guess it is a 50/50 guess on that one.

No, that listing is just that you had logged into it with your Apple ID. Since you don't have Find My iPad activated, you have no where to see what is happening with the device.
