Hi, my ipad 2 Ios 9.3 storage is full I cant delete anyother app Restrictions and factory reset declines the right acces code Im 100% sure my code is right How to Reset evrything from my ipad whithout itunes?

You need iTunes.

Passcode - If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled
