Iphone will not restore to factory settings

my iPhone will not go through the factory restore mode.

My phone keeps trying to reboot and can not start up. The Apple logo keeps coming up and then it shuts off.

I have tried plugging into my PC and reloading software and doing the restore mode. but nothing

Any thoughts or ideas on this problem would be great.

iPhone 7, iOS 11.2.6

Restore your iPhone, iPad, or iPod to factory settings - http://support.apple.com/HT201252 - "You can use iTunes to restore your iPhone, iPad, or iPod touch to factory settings and the latest version of iOS. Restoring iOS software deletes all your data and content from your device, including songs, videos, contacts, photos, and calendar info."

You may encounter problems fully restoring if Activation Lock is active - http://support.apple.com/kb/HT5818
