How do I remove my payment method

Whenever I try to purchase something from the App Store it says my payment has been declined whether it’s free or not and I can’t download or update anything? I don’t pay for any apps so I don’t understand why this is happeneing

Change or remove your payment information from your iTunes Store account (Apple ID) - https://support.apple.com/HT201266 - "On your iPhone, iPad, or iPod touch, you can change the payment information for your Apple ID in Settings.
