I have been in this trouble for serval months. The following picture will better demonstrate this problem.
P.S. this problem appears at ANY settings, ANY time (since one of previous software updates), and ANY users.

Have you tried to switch the System Preferences > General for the color of the menu bar to "Use dark menu bar"? I am not seeing this white bar, and my System preferences are as follows:

I tried it just now, but the white bar is still there. I believe this is a software-level problem, and is probably a bug related to mac version.
