I want to restore my account id but I can’t

I want to restore my id account with email but I can’t because I can’t sing in to the iCloud email, there wrote unlock account!! And with answer to security questions I cannot because there i when registr i past incorrect my birthday and I can’t answer to my questions !!??!!!
