I don’t see the Twitter option for the notification in the Safari preferences even if I’m connected in the Twitter web page.
I even try to disconnect from my wifi network before restart. It doesn’t work too. I think I’ll try to reinstall (cmd-r) the High Sierra. I know that is a big job but I don’t have the choice because my job functions. Thank you!

That was a good idea but the problem still exist in the new user account created. So, I understand that the problem is not in my user account. What can I do now? Thank you for helping me.
Have you tried going through Safari preferences?
This outline from igeeks is helpful:
Step #1.
First off, launch Safari and click on Safari menu from top navigation on your Mac.
Step #2.
Next up, you have to click on Preferences.
Step #3.
Click on Notifications menu.
Step #4.
Make sure that the box next to “Allow websites to ask for permission to send push notifications” is checked.
Step #5.
Ensure that the websites you want to receive notifications from having allowed sending alerts.
Step #6.
Once you have made sure that the notification settings have been properly enabled, restart your computer.
