How do I update safari browser on my I Pad

Safari is updated automatically whenever there's an iOS update.

Check Settings > General > Software Update

My iOS is up-to-date yet a website says I need Safari 7.

Safari's version is tied to iOS, if your version of iOS is up-to-date your Safari is up-to-date

Got it, looked on (dread) google. If I have iOS 11.3 installed, it means Safari 11. Hmm, wonder why they told me i need Safari 7? Thx anyway, I’ll investigate. It’s a 501-c-3.
