Try this:
On your computer > go to Photos > click Preferences > make sure iCloud Photo Library is checked
Also check iCloud System Preferences > click Options > look for iCloud Photo Library checked
Now restart your Photo program and then restart your computer.
Now disable “iCloud Photo Library” in your iPhone’s Photo options and enable it again. Also when iCloud Photo Library turned on, try turning off Photo Stream, restart your phone and turn Photo Stream back on.
