Error creating apple account

When trying to create an apple-id account we keep getting

"a unknown error has occured"

This happens if we use the website or directly on a new ipad

iPad Wi-Fi + Cellular, iOS 11.2.6

Do you have access to another network where you can try?

Try a restart.

Try a forced restart.

Reset – iPhone 7

Apple Support by e-mail or chat Select your device, Battery, Power and Charging, then Power adapter not working to get a chat option. If you need to talk to them, ask them if they will do a Skype or FaceTime with you.
