I have recently purchased the iPad Mini 2 from eBay. It is currently activation locked and I cannot use it. I was wondering if I brought it into Apple and showed proof of my order receipt, if they could be able to unlock it. Would they do that, or?

Not for you. eBay isn’t an authorized source; it may have gotten lost or stolen somewhere along the line, and this is particularly likely if the seller offered it for an unusually cheap price.
