I upgraded to 50gb storage today, March 9, 2018; my credit card has been charged but the phone still shows availa space as only 5GB.
It should upgrade immediately. Try signing-in to icloud.com on a computer then click on settings and see if it shows the purchased storage.
No, it does not show the purchase and the storage available is still showing as before, 1.38GB
Did that and got it sorted out and they were very helpful.
