IF the SIM inside is not compatible with cellular networks in your area then your best option is probably to look into something like a Mifi, a data device from your cellular provider that makes a localized hotspot your use the ipad’s wifi to connect to.

Or if hte SIM in your ipad is not compatible with the cellular in your area then sell that ipad and buy one with a SIM that is compatible (or if it’s brand new exchange it)

That would be something to take up with a cellular provider. Apple has no control over what they offer.
