How do I rectify access into apple account. it does not allow me to enter the new card details. it requires date of birth which has not been provided for

Hi!

I am having challenges with my email account which appears to have been blocked on all apple devices.

when I log into my account in particular banking details it requires date of birth which is not provided in the boxes to fill in. I get stuck and no access to either iTunes or iCloud
