I have an iPhone 6s and it says in about in settings that I have 700 mb of storage available, but I can’t take pictures or even download a 15 mb app. Does someone know how i can fix this? I don’t have a computer to use and my iCloud storage is full, so I can’t back my phone up. Sometimes I just want to throw my phone at a wall because iOS 11 is so broken.

700MB is a minuscule amount of free space! The number might as well be zero. It's actually amazing your iPhone functions at all with so little free space left.
You need an absolute minimum of 10% of the iPhone's total storage free at all times.
You may want to consider restoring from a backup

The same thing happened when I had almost 2 gb of storage available, so this isn’t the only time this has happened
If you go to Settings | General | iPhone Storage do you see the options to Offload Unused Apps and the option to Auto Delete Old Conversations? You may try enabling those.

How much storage is on your iPhone? If you have more than 16GB, then 2GB is still far less than 10%!
