Cannot create iCloud.com alias

Remarkably after a year, I still cannot create an an iCloud alias "at this time." I deleted all but one alias. What's the deal?

Sure, but do you mean another wifi network?

Thanks, I have read it. "This alias cannot be saved at this time. Try again later" is the response I receive. (The alias I am trying to add is not a duplicate or name already in use.)
