Messages only coming to Apple Watch, not phone

Every few text messages I get comes to my apple watch and not to my phone. No notification or any evidence that message was sent on phone, even if I go look for it by name. I have read the posts and tried turning off IMessage for a bit then turning it back on, I also have turned off both devices and restarted (phone first, then watch). Any thoughts?? It's a real problem.. no way to find the message on the phone and I've missed a few important ones.
