safari searchbar does not work

The search bar on my brand new iPhone 8 plus does not work sometimes. Why?

I touch the search bar area and it doesn't bring up the keypad for me to enter searches. Turning the power off and on helps.

iPhone 8 Plus, iOS 11.2.6

Try double clicking the Home button and swipe Safari upwards. Go to Settings/Safari and clear History and Website Data. Open Safari and test.
