Cannot download app. Apple ID locked even after resetting password.

Hello. In my case i have not forgotten my password. The problem is that everytime I try to download an app and after signing in, it says "your Apple ID has been Locked for security reasons. To unlock it you must verify your identity". Even after resetting my password multiple times, the same issue persists. Please help!
