I recently helped a friend upgrade the iCloud storage on their account. It took rebooting the phone to get the storage to show up. On the 6S, press and hold BOTH the power and home buttons at the SAME time until the Apple Logo appears (hold past the swipe to shut down) and your phone will restart. Check the amount of available iCloud storage when the phone comes back up.
