I tried to enter a new contact, phone contact. etc. on my iPhone 8 plus.
The iPhone 8 plus will not save it.
I entered the same contact into my contacts on our iMac desktop and it saved there but did not transfer to my iPhone 8 plus.
How can I fix this issue and enter new contacts into my iPhone 8 plus?

It sounds like you're not using iCloud for your contacts. Go to settings>contacts and check the default account setting. Change it to iCloud and when you create contacts on one device, they should sync to the other.

Go to Settings > General > Restrictions > Contacts and make sure Allow Changes is turned on. That's likely your issue with saving a new contact.

I had to change the default settings to iCloud.
Not sure how this changed since I had been able to add contacts.
