After selecting dozens of photos to rotate 45° clockwise, I can find no menu or button to rotate the whole batch at once. To avoid the tedium of rotating each photo individually, I wonder if this is even possible in Photos....

No, batch rotating is not available on the iPad. The problem is, that the Rotate button can only be used in Edit mode, and that is only accessible, when viewing a single photo enlarged.

You can batch rotate in Photos on a Mac, and the rotation will sync to your iPad, if you are using iCloud Photo Library.
