iPad not allowing me to turn the wi-fi on

In the settings it is not allowing me to flip the button to turn the wi fi on. I have reset network settings and nothing is changing. I have the wifi and cellular model and it keeps prompting me to add cellular service, but i would just like to use the wi fi for now.

iPad Pro Wi-Fi + Cellular, iOS 11.2.6
