Go to settings>your name> iTunes and app stores, touch your Apple ID and sign out. Then go directly to the app store to download the desired app, it will prompt you to sign in, but it should work now.
I’ve reset my password 10 times now and have answered all security questions but it says it’s still locked

If necessary, contact iTunes Support. Scroll to the bottom of the page in the 2nd link.
I have a NEW ITunes account and it says my ID is locked
