My Apple Pay cash card does not show up in wallet

I originally was having issues turning on Apple Pay cash. I got a message that said "Apple Pay is currently unavailable at this time. Please try again later" I reset all settings turned off and on two-factor authentication, restarted my phone toggled on an off wallet in iCloud, my card was expiring so I even got a new debit card, signed out and back into iCloud, and restored my phone via recovery mode. After restoring my device with recovery mode and then restoring from iTunes backup Apple Pay cash was turned on, I then had to re-verify my card on file and I still do not have access to my Apple Pay cash card. I accepted some cash that was sent to me thinking that I had to have money on it before it would show up but now the cash nor the card are nowhere to be found.
