After the latest update to iOS 11.2.6 notification stopped functioning

Neither my iPhone nor iPad pro is notifying me for messages, calendar, deadlines, WhatsApp messages. FB, etc. I'm getting no sound notification on either equipment.

--- I don't have silence on

--- I don't have "Do Not Disturb" on

--- I've reset network

--- I've rebooted

Short of having to "RESET ALL", nothing has fixed the notification problem. Please Help.

Message notifications OFF? On my iPhone 7, Although I think I have notifications turned ON, I get no sound when I get a message, and the sender gets a message saying I have notifications turned OFF.
