Apple USB Mouse in OS 10.11.6

I have an Apple USB mouse. OS 10.11.6 I want to have both left and right clicks as primary. I have set this in system preferences but it still wont work. If I change the left to be secondary and the right to be primary, this doesn't work either. The Mouse is only new and I have tested it on OS10.6.8 and it works fine. Other operations such as trackball and side buttons can be changed and the changes applied. Any suggestions?

Things you can try…

1. Reset NVRAM

2. Reset SMC

3. Test while in Safe Mode

4. Create a new user account and test.
