For an iPad to directly use a printer, it needs to be AirPrint compatible and be connected to the same Wifi network as the iPad.
About AirPrint - Apple Support
The Dymo does not appear to be AirPrint compatible, nor even wireless.
If it can be connected to a computer, there is software out there that as mentioned that can share the printer out to iOS devices.
There also appears to be a Dymo App, though I'm not entirely certain it will work other than to create the labels
Your best option would be to contact Dymo support and ask them about what there printer can do with an iPad
