Does anyone know if skags.bluekai.com is a virus or adware? It pops up while browsing in Safari to verify a certificate with the domain oracle. Any help with this would be appreciated.

It's adware / malware.
From your Safari menu bar click Safari > Preferences then select the Privacy tab then click Manage Website Data then click Remove All > Done.
Quit then relalunch Safari to test. If you still see the pop up, download and run Malwarebytes | Malwarebytes for Mac
It's free and only takes a minute or two and should remove the pop up.
