If you have a USB Keyboard, connect it, un-pair both Keyboards from the Windows side, and pair only the MK2. Check if it shows up as an Apple Keyboard. If not, try a SMC reset and re-pair it and check.
Do you have other tabs in the Bootcamp control panel? Can you try to
C:\Windows\System32\runas.exe /trustlevel:0x20000 AppleControlPanel.exe
and test?
If you connect the keyboard using the USB-to-Lightning cable, do the keys work?
Assuming you MK2 is connected, right click on the BT device entry and check if you can see the Keyboard. You should also check each HID entry.
Can you download the BC drivers package from the macOS side using BC Assistant -> Action Download and check the Product Version in Bootcamp.xml?
Can you check if you have AppleControlPanel.exe file in C:?
Yes. Run a Smc reset and check.
Is there an Apple Keyboard driver in Windows Device Manager?
Does the MK2 keyboard work properly on the Mac side? What is the year/model of your Mac (do not post the serial number)?
If the late 2013 Mac also provides the same version, you may have to download a version for a Mac, extract the drivers and manually install them.
Are there any Apple Services in Windows Services, which are set to manual?
If the older MK is paired, do you see a keyboard tab in Bootcamp control panel?
You seem to have a bad MK2 driver. If it is connected, can you check which driver is currently active?
BC Assistant uses the local Mac's Model Identifier to download the appropriate software. If you do it on a different year/model Mac, it may provide misleading information. .6136 is very old.
