Different icloud acct comes up when prompt to enter password

It keeps asking for the info to hit review but doesn’t do anything it’s very frustrating I can’t still download any games or Facebook after I already signed up on my iCloud! Can not download apps from appstore when I click on the bottom get to download apps it requires the password of the apple id and when i confirm it appears the bottom install I click on it and i few seconds it reappear the bottom “get”...I tried more than 10 times and it repeats all again

Hey! To log into your right Apple account, go to the App Store > Today > (your profile icon on the top right) > Sign out and log with your correct Apple ID.

We already did that, even reset the account/password. We have tried to download the same app with family member accounts as well. Either get a different iCloud or the account has been disbaled
