How/when are you trying to remove the card ? You won't be able to do so when trying to download something, you need to just log into the account : Change or remove your Apple ID payment information in the iTunes Store - Apple Support
If that is what you are doing and it's not working have you tried using your computer's iTunes instead of doing it on your phone (or vice versa) ?

I am able to select none as an option but when I do it takes me to my billing information and when I click "Continue" it tells me that my card type is not supported (Its a visa non-refill gift card if that helps any)
You are following those instructions when selecting ’none‘ i.e. not trying to do it when downloading something ?
Prepaid cards will tend not to be accepted as they aren’t registered to the same name and address as on your iTunes account.
