This is a user-to-user forum. You are not talking to Apple here and we can't unlock your iCloud. However, if you bought a used iPhone, you might be interested in this:
Turn off Find My iPhone Activation Lock - Apple Support
The bottom line is only the previous owner can turn off the activation lock and Apple will not help you find that owner. If you bought a used iPhone that is activation locked, it is useless to you or anyone else. Try to get a refund or dispose of the iPhone properly.
